ONE PS - November 2022 Meeting

Hello neighbors,

The November ONE-PS meeting was held Wednesday afternoon November 9th in person at The Pavilion and virtually via Zoom.  Your neighborhood representative from Vista Las Palmas was present in person. The meeting was delayed one day from its regular schedule due to the U.S. elections.

Below are the highlights from the meeting so that you can be fully informed about important issues.

Cathy Cohn, vice chair of ONE-PS stood in for Peter Sipkins  (Chair of ONE-PS) who was sick Cathy solicitated people to be large balloon handlers for the holiday parade on December 3rd. If interested, please reach out to Cathy directly at https://www.one-ps.org .

We recognized the Sunrise Raphael neighborhood as the 52nd member of ONE-PS. Cathy also introduced the director of Parks and Rec, Yvonne Wise. Cathy announced the coming line-up of board members with Peter Sipkin and her remaining as Chair and Vice Chair respectively. A slate of candidates who volunteered to run were announced. Elections will be held during the December meeting.

Mayor Lisa Middleton recognized people for participating in PS Pride Week and all the great events that took place during the week. Mayor Middleton gave an update on the election. There is a possibility of having a special election if Christy Holstege from District 4 wins a seat in the California State Assembly since she would have to give up her city council seat. This would not impact VLP directly since we are in District 3. 

The City will be looking to revise the 2017 short term rental (STR) rules at the upcoming City Meeting based upon input received to date. The current body of short-term rental regulations have been enormously successful but are nevertheless in need of minor adjustments. Specifically:

  1. Reduce the number of times a home can be rented each year (currently 36)

  2. Require homeowners to reside in the STR home for 30-90 days per year

  3. Create a “junior permit” for homes wanting substantially fewer annual rentals

  4. Cap the number of STR homes per neighborhood. Cap between 15-20% of the total number of dwellings in any given neighborhood.

Teresa GallavanAssistant City Manager – reported on several different issues the City has been addressing:

  1. Child Care Zoning

  2. Food truck vendors

  3. Climate action plans

December 15th City Council meeting will be the changing of the guard with both outgoing and incoming City Council members present.

Dave Macabee has been hired as the new Public Works Director. He hails from Chino.

Captain Nathan Gunkel   PSFD - Reported 1,100 calls this month. 80% medical related whereas 20% were fire or storm related. He emphasized that during storms, storm waters are extremely dangerous. Road barricades need to be honored. “Turn around, don’t drown.” should be everyone’s mantra during these storm events.

Captain Mike Kovaleff PSPD — Looking at crime prevention seminars to prevent crime since it is a more effective strategy. Clarified use of personal cameras program: PSPD is requesting camera footage so they may better pinpoint potential criminals. They will not be accessing people’s cameras.

LP McCloy from Sustainability & Liz Hernandez from Palm Springs Disposal Services – A shredding and e-waste event will be held during the last weekend of January. City still working on a $6 per square foot reimbursement up to $5K for lawn replacement with xeriscape or artificial turf. The full program launches December 1st. So, wait until then to apply for the rebate.

Denise Goolsby - Manager, Office of Neighborhoods – There is now a city-wide “Neighborhood Newsletter” that will be distributed. Neighborhoods will be asked to submit content. If you are interested on being the mailing list, please reach out to Denise directly at denise.goolsby@palmspringsca.gov .
